How do I figure out the percentage of an increase?

I wanted to send my cousin 200 Canadian Dollars in US dollars. Google said 207 USD = 200.09 CAD. When i get to western union, i gave them 225 USD-$18 fee so i gave them exactly 207USD. When my cousin went to pick up the money she only received $191 CAD, $9 short of what i wanted to send her. I am trying to calculate the increase percentage from 191 to 200, so i could see how much more USD i would have needed to make 200 CAD and in the future i could more accurately calculate how much western union is robbing me.
